General Paul Kagame is about to end his chairmanship of AU in his typical style — making enemies instead of unifying countries. He is at war with African countries near and far. His relationship with South Africa is in shambles. This is also true with Uganda and Burundi. The two must surely be the ones that featured in Kagame’s speech of December 22, 2018 — although he did not attack them by name. As he put it, currently, “two neighbors are not wishing Rwanda well.” Kagame is a military strongman who thrives on inventing enemies at all times. In Kagame’s world, if he does not have an enemy, he has to invent one. Between 1996 and 2018, DR Congo, Kenya, Tanzania, Uganda, South Africa, and Burundi were Kagame’s invented enemies. Do not expect a change in this regard. Violence is Kagame’s way of life.
