Rwanda: Lethal Response to Gen. Jack Nziza not solution
The Great Lakes Human Rights Link is seriously concerned with credible information obtained from reliable sources in Kigali that the former Inspector of the Military and Kagame’s strong ally Gen. Jack Nziza is implicated in the joint business with the First Lady which he didn’t disclose to his boss.
Our investigations have found that the dossier for Gen. Jack Nziza has been forwarded to Col. Dan Munyuza for further investigations so that he could in turn report to Kagame for further action.
We have also serious concern that the Military has failed to charge Gen. Jack Nziza with any offence instead it is planning unconstitutional means of eliminating him without giving him the constitutional legal requirement of legal representation.
While Gen. Jack Nziza has been one of the killing machines of RPF regime and would have little or no sympathy from the Rwandan public because of his criminal record, the Great Lakes Human Rights Link takes every life as sacred and worth saved.
The Rwandan authorities should refrain from lethal response for a simple misconduct of its officials or anyone who express peaceful criticism of the authorities. Indeed Gen. Jack Nziza has been the handler of the hammer, but under the Rwandan Law and the international treaties Rwanda signed and ratified, will be directly violated.
We remind the Rwandan government and particularly President Kagame that if Gen. Jack Nziza has a case to answer, he should be given the chance to be heard and represented in the courts of Law as all other Citizens, The execution of Gen. Jack Nziza without giving him the fundamental right of legal representation will be a violation of the International Convention on Civil and Political Rights (ICCPR) and the Convention Against Torture. They will also violate provisions of the Rwandan Basic Law protecting the life of every Rwandan Citizen since the Rwandan government abolished the death penalty.
In addition, the Rwandan security officials should refrain from interrogating Gen. Jack Nziza at the notorious headquarters of Col. Dan Munyuza and instead conduct any necessary questioning at interrogation facilities equipped with cameras.
