The Untold Stories: Frank Habineza returns and Alex Bakunzi disappears
With political uncertainty in Rwanda still loaming in the corridors of streets of our Cities and in villages, with fear, intimidation, harassment of political opponents and even murder , the leader of Green Party Frank Habineza announced yesterday on the BBC Gahuzamiryango that he is returning to play the ball in the fields of Rwanda instead of using a remote control in Sweden where he has been living since he left Rwanda after the barbaric massacre of is Vice – President Andrew Rwisereka Kagwa.
This announcement by Frank Habineza at this juncture has raised many questions with few answers, why is Frank returning at this point in time? Is the political climate in Rwanda becoming favorable for political pluralism to flourish? Is Frank showing his bravery credentials? Is he reckless and pushed by greed? Whoever comes across any answer on any of these questions will do me a favor and service by commenting on this article so that in my next article is produced.
While I’m waiting for your contributions, let me go through all the possibilities that in my opinion might have been the driving engine for Frank’s return to his mother land. Frank has been marketed in Europe and some parts of Africa. He stands for the conservation of the environment and he has appeared in many capitals of Europe advocating for the environment but the political environment is different from the environment of trees , animals and all the surroundings which I think my brother is failing to grasp especially in the Rwandan context.
President Kagame can at least close his eyes if Frank can confine his political hunger on the mountain gorillas , and forests, but should he cross the red line which I think he knows very well, the cliff that President Kagame told Ingabire Victore is still strong and intact. Indeed, as Frank was making his announcements on BBC Gahuzamiryango, his colleague Alex Bakunzibake was being announced by the Voice of America that Police and other security officers in civilian clothes have picked him and as I write this article his whereabouts are not yet known. What a coincidence of events?
When Ingabire was announcing her return, she was also tough talking and many in the Diaspora thought that she was going to make magic and change the political landscape in Rwanda. In fact some believed that the European Union was behind her return and will not be touched by RPF, almost two years since her return, she is incarcerated in the famous prison commonly known as 1930. Was Ingabire pushed? Did she foresee the consequences that were waiting for her, never the less she took the risk? Or she is brave enough to stand firm for what she believes in like Aung San Suki of Burma who is now regarded as the world’s most respected woman who dedicated her life for democracy and human rights.
Can the political size of Burma fit Rwanda? Not likely, Burma has been ruled for decades by a military junta that is not pro- American interest s, that’s why Aung San Suki has been very popular in the West, but for President Kagame with his political skills that has outsmarted the West , Rwandan Aid taps that were shut are now being opened, Kagame has also ordered the reduction of his troops in Congo and called it withdraw and the UN has blessed this so called withdraw. This brings Kagame back on the dancing stage while tickling his waist laughing what he calls the ignorance of the West on African issues.
President Kagame on this occasion I will stand with him shoulder to shoulder, he is right, Rwanda lost almost one million people while the West stood by, actually they did nothing with even their reduced size of the military contingent on the ground(United Nations Assistance Mission in Rwanda). Similarly, the MONUSCO in Congo is doing the same, Kagame invades Congo at any time he feels economic bite or his economic empires are no longer strong, while the multimillion funded UN force is busy drinking whisky and driving expensive Toyota cars. Indeed, some leaders in the region have called them tourists.
President Kagame has used his manipulative skills and of course intimidation to raise more money in his Fund called Agaciro Fund, he has also ordered his cadres to spread the Gospel of Kwihesha Agaciro , it is not suspiring therefore that, Mr Arthur Asimwe through their mouth piece the New Times sugar coats the Agaciro Fund but also unknowingly exposing the already known vice of the RPF regime on corruption.
Arthur Asiimwe first admits why the Agaciro Fund cannot be accepted in other countries in the region let alone to be allowed to be aired on their famous talk shows, “Agaciro Fund why it might be impossible elsewhereâ€
Arthur further argues that the Rwandan people across the globe are donating with enthusiasm millions of francs and dollars to contribute towards the Agaciro Development Fund and interestingly he admits that the process in which this forced taxation is done is baffling many Rwandan minds.
Is Arthur aware of why this Agaciro movement cannot stand any iota of time in the democratic neighbors? Or Europe? Has he asked the Rwandan People in private? Ofcource if you go on the streets of Kigali or in the offices of many employees with your camera, many Rwandans will tell you that they are happy and the Agaciro Fund is good.
Rwanda has no competitive political parties that have another vision but rather engulfed in the arms pits of the RPF regime; does Arthur expect these groups to say no to Agaciro Fund? Is he aware of some few Rwandans who sacrifice their life by opposing the most repressive regime in this region? Where is Alex Bakunzibake of PS Imberakuri who is the only remaining member of the above party who is breathing fresh air? Because many of its leaders have either been incarcerated or bribed, or intimidated?
Arthur also mentions the Diaspora contribution, for those who are new in RPF or with little knowledge on the way RPF operates you might think that, Arthur is right, but RPF cadres play all those games using the same money some Rwandans here in Kigali have payed in the Agaciro Fund, in fact they use the same money and just rotates, recycled so that it gives impression that my brother Arthur wants us to believe.
Arthur further admits that Rwanda is not clean with corruption but what he doesn’t say is who is engaged in that corruption. “This is not to suggest that Rwanda is clean. Not at all. Corruption exists but on a different scale. The only distinct difference is the existing strong and genuine political will to fight it.†Here Mr. Arthur is right corruption exits on different scale without mentioning that scale, why? Because the people who are corrupt in the RPF Regime is RPF or its Proxies who on behalf of Kagame own Bombardier Aircrafts, big mansions, commercial buildings and construction companies just to mention a few.
As I mentioned above once the key of freedom of speech , political pluralism is allowed to operate, people like Alex of Imberakuri are given freedom to express their opinions, then Arthur will see how people are not only tired of RPF’s policies but also tired of the dictatorial attitude, the truth is Habyarimana was more popular than Kagame , if Arthur was too young to see how Habyarimana was deserted within weeks after RPF invaded Rwanda in 1990, he can ask some of us who are still alive and witnessed the downfall of once the father of Rwanda(Umubyeyi).

Analysis on return of Frank is very clear following his interview with BBC Kinyarwanda. Appeared/sounded to have reconciled with the RPF gov’t, he seems to have been promised some juicy position in the gov’.
