A high level security meeting chaired by President Museveni resolved that General Kayihura will be charged with the Murder of several individuals including his house-help he shot at his residence up country.

The meeting and resolution comes after intelligence information suggested that both General Kagame and General Kayihura were both in Germany for the G7 and medical treatment respectively. For the first time General Kagame travelled with Maj. Gen. Joseph Nzabamwita who heads Rwanda’s notorious National Intelligence and Security Services (NISS).

On the 30th October 2018 General Kagame returned to Rwanda but left behind his criminal associate Nzabamwita, on the 1st of Nov. The NISS boss had a private meeting and debriefing with Gen Kayihura a Ugandan Double agent and former Inspector General of Police.

The key meeting issues were;

1. An analysis of the threat RNC rebels pose to Rwanda.
2. How Rwanda can help influence General Kayihura’s trial.
3. Funding of General Kayihura’s activities.
4. Facilitation of family members of all Kayihura associates in prisons and those in exile.
5. Funding of a political base in Kampala that includes some members pretending to be opposition.
6. Funding Criminal police Officers still in the justice system.

The meeting lasted two hours, General Kayihura was given funding of 600,000 euros equivalent of 2.4 billion to facilitate his operations until Jan. These funds will be channelled through Brussels to Kampala through the usual money laundering route that Rwanda uses.

General Kale was setup to travel to Germany for medication little did he know that even abroad he was under surveillance. The reason he was quickly given permission was to see if he still has contact with Rwanda.

Why the state gave Kayihura two New cars, they needed to track his movements, they needed do classified surveillance, they wanted Rwanda to feel betrayed.

Return to our Security Meeting, the meeting had in attendance the President, CDF, ISO chief, CMI chief, IGP and General Tumwine, not present JATT chief, Brig Mugira, Brig Sabiiti yet these three are now the most trusted individuals that Museveni gets operational opinions from.

General Museveni who was visibly not happy asked why media houses are running stories of Kale being released, he was briefed that Kale had a lot of media influence, Rwanda mobilised a team of media specialists headed by Andrew Mwenda and Muhame of Chimpsreport, their work is to simply come up with content defending Kale and making him look like the victim of mafia attacks by the army. General Museveni then asked for proof of these articles and how they are funded.
