Dr. Paul Kagame has been the source of unresolved wars of the Great Lakes Region since capturing Rwanda in 1994 during Genocide. Dr. Kagame attacked the Congo under the guise of fighting the killers who he said were planning to attack Rwanda again. This triggered the war which was supported and financed by Dr. Kagame in which he sent the Rwandese soldiers officially and unofficially in Congo. This war has been strangely ignored for so long by the international community, but it has been one of the most destructive wars in modern history, not only in the Democratic Republic of Congo, but the whole of Africa at large.

During the past seventeen years, millions of people have died this included the refugees who run away from their native Rwanda and the citizens of Congo, Soldiers from different countries fighting with the Congolese army and many rebel groups. They are fighting to control the land in order to manage the natural resources and reap the financial benefits. Since 1996, 25 rebel groups have been created in DRC and 16 out of the 25 were all created by Dr. Kagame. Much of the fighting has taken place in the mineral rich regions of north-eastern and eastern Congo where gold; diamonds, tin, and coltan can be found which are all used in manufacturing electronics.

The instability in Central Africa has always been caused by Doctor Kagame and a few of his commanders. After Dr. Kagame realised that his tactics had been detected by the United Nations followed by a number of warnings issued to Dr. Kagame from the western countries, he decided to change his logistical tactics.

Doctor Kagame ordered his intelligence officers to relocate the demobilised soldiers to the Democratic Republic Congo in order to play a part in the local voting systems, hoping that these ex-service men would become local leaders and assist his regime in changing the eastern region to obey his system. He also ordered his intelligence staff that they need to use the RPF former carders, who are currently unemployed, to settle in the eastern region of Congo. He repeatedly urged his intelligence officers to work hand in hand with the Congolese authorities, most of the people are Banyamurenge’s who are Tutsi’s and speak Kinyarwanda. These Banyamurenge’s supported Gen Laurent Nkunda who is being held in Kigali on questionable war crimes charges. Gen Laurent Nkunda was consulted by Dr. Kagame and agreed to the idea of seeking the independence for the eastern Congo but through working from the local communities. They reached a conclusion of resettling the ex-service men as mentioned above, to work hand in hand with the Kigali network. Among the plans also were to advice some of the Rwandan investors to invest in Eastern Congo, this however went surprisingly wrong as one of the business men who was approached by Gen Rutatina immediately agreed strait away and promised commissions with the condition of allowing him to form farms on miles of land in one specific area. Something that Col Dan Munyuza first thought that was going to cause some conflict having to have to ask the local citizens to move for this investor to settle. However Gen Rutatina, a known unethical medical Doctor (instead of saving lives he destroys lives), insisted that the investor will have to settle wherever he wants, and then also was a condition of allowing him to take 76 workers who were to be working on his farms to build houses. The silly move turned out to become a source of imprisonment for most of them when General Ibingira travelled with this investor to the Eastern Congo with a motorcade of 8 vehicles. President Dr. Kagame learned of this plan after a Congolese newspaper published the images of Gen Ibingira and other RDF officers trespassing in the Congo with the investors. His excellence, Dr. Kagame, spoke to Gen Jack Nziza who immediately investigated and asked the officers if they remembered what the agreed plan was? He highlighted how the plan was not followed as first agreed upon; he stated that in the beginning the plan was that they will resettle the ex-service men before anyone else, then cadres before investors. The main purpose was to change the locals in order to fight for independence and join Rwanda as they speak the same language with the same clans.

This was the main cause of the recent “arrests” of Dr. Kagame’s senior army officers who were directed to be charged with implementing the settlement plan; however the plan was designed by Dr. Kagame himself. Gen Rutatina, a brain child who is actually an Innocent Doctor who failed to know what he is putting himself into because he does not know exactly who Dr. Kagame is, if he did he would have walked out a long time ago before even being imprisoned. Gen Rutatina agreed that his role was to make sure that the ex-service men get resettled in the region. This involved knowing the right people to be resettled, who will keep this plan a secret and who will make sure that they will stick on the instructions given from the Rwandan government.

Col Dan Munyuza, an external intelligence director, his  role was to chose who to send and settle, what they need in order to function and reporting back to Rwanda. He was also to liaise with the investors as well as the ministry which was to give funds for those who needed references before Dr. Kagame’s Banks can release funds.

Gen Ibingira, the commanding officer of the reserve force, his role was full clearance on who goes, he was to work hand in hand with the national security service (NSS) on looking at the background of the ex-service men and come up with the right person for the right post and area when they finish resettling them. Remember the Eastern Congo region is full of minerals and so they were looking for people who can be trusted, who would not turn against the Rwandese government on arrival.

Gen Gumisiriza’s role was to oversee as he is the division commander of the neighbouring area, he deploys inside Rwanda and on the Congo side. He was blamed for allowing the convoy entering in day light.

This was all supposed to be highly sensitive and he blamed his officers for allowing the mission to be known. He had agreed with his officers to only resettle the ex-service men first who would easily accept orders as they had served in the forces before. After Dr. Kagame received the full report from Gen Jack Nziza, his only trusted General, it became apparent that they had involved “un-veted” business men! Dr. Kagame then called an urgent meeting and accused his officers of favouring the rich due to corruption and asked them for more answers. General Ibingira explained that he did not know exactly what was going on as he is uneducated officer.  According to the sources held Gen Ibingira cried and knelt down to apologise to His Excellence, he pleaded that he is only good at the front line and executing orders but not the political and intelligence stuff. He was immediately forgiven and the rest are still held waiting to be called to court for more charges.

This grandeur clandestine plan, to settle demobilised soldiers of Rwanda into the Eastern Congo, is still under the plans of Dr. Kagame. This is driven by the expansion mentality of dictators that has been manifested in many regions where dictators have existed.   It is also driven by the fact that the International Community is just watching and passively awarding the perpetrator with non-sensible award after award.  Germany’s Hitler and Dr Idi Amini Dada both used the expansion mentality. Dr. Idi Amini Dada wanted to extend Uganda into Tanzania (the Akagera region of Tanzania).

The difference from these cases is that the whole world reacted and stopped these plans.  They condemned the actions of these dictators and even decisively fought them. In the case of the Eastern Congo the International Community has stood by while the dictator continues to unleash havoc in the region unabated, dismantling communities, families and innocent children. The world must stand up again and protect the innocent people who are suffering in the Congo on a daily basis.
