The Minister of Justice and Attorney General Mr.Jonston Busingye has vowed to end the hump of exorbitant compensations incurred by his government because of litigations brought against his government and government parastatals.

It is estimated that the Rwandan taxpayer foots a bill of Rwf 3 billion in legal settlements accruing mainly from cases lost in courts of law annually. This amount is more than the grants students in the high institutions of learning needed which the government scrapped claiming that it’s unaffordable and a burden to the government.

According to Mr. Busingye the money is lost mainly in omission or commission in one of the following by its officials; contracting, procurement, administrative decisions, labour management and contract management. The laws, procedures, and processes regulating these areas do exist and are known but either are recklessly ignored or decisions are made under duress emanating from the top government officials.

When Mr. Busingye joined the Ministry of Justice in a cabinet reshuffle that President Kagame staged for the purpose of pushing aside Mr Tharcsisse Karugarama for being an independent minded man especially on the term limits, .Kagame ordered Busingye to overhaul and scrap all what had been built by Mr. Karugarama . This is not out of conviction of improving the service delivery in the ministry of justice, but a revengeful attitude of president Kagame to those he feels uncomfortable with.

This action goes with the Joseph Sebarenzi precedent when he was sacked from the position of the speaker of the Rwanda parliament in 2000; Kagame ordered all the work done by Mr. Sebarenzi to be overhauled or destroyed.  In fact,  many Rwandans now know the way RPF government operates,  for instance in not more than five days the police is engulfed in conflict and intrigue, where one appoints and another sacks, two senior police officers Tony Kuramba and Theos Badege have been interchanging positions.  Who will be footing the bills of these messes in the police Mr. Attorney General? Can the Minister be honest to the Rwandan public and tell them that it is the cancer and bankrupt policies of RPF not its officials.

Greed and monopoly of everything in the country should not be ignored in all these malpractices, the Rwandan public Transport is in mess because of RPF involvement with his agent Col. Twahirwa Dodo who under the orders of president Kagame has messed up the public transport in the city. It takes long queues in the town from one area to another especially in the morning rushing hours to work and evening ours after work. Unfortunately, no single person would dare talk about it, the RPF beneficiaries will brand you a terrorist, negativist, genocide denier, and other names to feed you their mercenaries for torture and death.

It could also be argued that sometimes these litigations are not genuine because some are staged by RPF mafias to obtain money from the public purse to quench its worldwide network of spies who would not genuinely or publicly receive the budget.  Since the government is controlled by one man whose parliament is just a rubber stamp will not be questioned for any accountability for the funds.

Similarly, most government officials work under duress, for example the Rwandan Bank of development (BRD) which owed a lot of money to some international organizations was robbed by RPF agents and later they assassinated its former director Mr.  Turatsinze Theogene after being dismissed from that position in 2007. It is believed the falling apart with RPF was due to having disobeyed an order from the Finance Ministry to declare the BRD bankrupt. Later his body was found floating in the waters of the Indian ocean in Mozambique  tied Kandoya style. This is the notorious torture style used by RPF security officers during the 4 years struggle which ended in not only shooting the Habyarimana presidential jet, but also genocide against the Tutsis.

The murder of Mr. Turatsinze , which remains unsolved, is  a part of  RPF history of mysterious deaths of opponents or perceived opponents of the Paul Kagame government in Rwanda. Turatsinze was thought to have had access to politically sensitive financial information related to certain Rwandan government insiders,  including president Kagame relating to the missing funds of the Development Bank.

Therefore Mr. Busingye should not compare Rwandan people of today with those of the Stone Age; they read international outlets of information which his government has suffocated back home. Mr. Busingye like his counterparts should send their ears on the ground; they will be shocked to know that many Rwandans are fade up with their irrational and reckless policies.

How then  would the  government officials whom the RPF regime tax their little salary in the form of AGACIRO FUND Contribution or UMUSANZU WA RPF in the same way UMUSANZU WA MOVEMRNT of MRND, will dare question these money greedy criminals? These government officials will never say no to your greedy policies, or risk the same killing or sacking.

The methods of killing of the RPF opponents is not a new phenomenon,  The newspaper The Zimbabwean  compared the death of Mr. Turatsinze to the deaths of Seth Sendashonga (a high-level political opponent murdered in Kenya in 1998), Jean-Léonard Rugambage  (a reporter murdered in Kigali in 2010), and  our colleague Charles Ingabire (a reporter murdered in Uganda in 2011); it also mentioned Kayumba Nyamwasa  a former Rwandan Army Chief who has  survived  two attempted  assassinations. Similarly, the UK’s Channel 4 News linked Turatsinze’s deaths to those mentioned, as well as to that of the Rwanda Green Party politician André Kagwa Rwisereka, murdered in 2010, noting the allegations of Rwandan government involvement. Indeed, all the fall out of the above former RPF comrades was entirley based on ideological polices and the direction of RPF.

As long as the RPF dominates the entire market of  Rwanda with its companies competing  for tenders,  the government officials who in fact the majority happen to be RPF carders  or RPF affiliated , the laws  of procurement, contracts,  and  other  related regulations will not be honored.  It is therefore worth noting that Mr. Busingye is diagnosing the wrong disease and hence giving wrong medicine. The patient will not heal and the burden will always be the Rwandan taxpayer who will foot the bill of the RPF Mafias.
