If you care about human rights in the great lakes, pay attention to Burundi and Congo, Rwanda is in far better position than those two. How this idiot Higiro cares about the attention is looking for? James Musoni as a minister is a person who was appointed by a national government to conduct official duties, and maintain political, economic, and social relations with other countries. James Musoni should have behaved appropriate in a tactful way and skillful in managing delicate situations or handling people.
