Burundi President should be held Responsible for the Death of Civilians
Leaders, organisers, instigators and accomplices participating in the formulation or execution of a common plan or conspiracy to commit any of the crimes against humanity on the people of Burundi should know that they will be held individually criminally responsible for everything done in carrying out such a plan.
In particular President Pierre Nkurunziza after 10 years of his rule, ongoing threats to freedom of expression, assembly, and association continue to raise serious concerns to the Great Lakes Human Rights Link.
Security forces and the armed militia group of Imbonerakure of CNDD/FDD are largely enjoying impunity for torture, extrajudicial killings, and the deaths of at least 2 people during the ongoing protests. The government has banned independent Radio FM Stations and other political pressure groups calling for peaceful change and obstructed opposition rallies.
Previously we witnessed some degree of harassment and intimidation of journalists and civil society activists working on corruption and other human rights. We therefore warn the Burundi Security forces to desist from using disproportionate force against unarmed civilians. We warn Security officers and other militia groups (Imbonerakure) that they will be held responsible regardless of superior’s orders.
We are seriously concerned that increasing human rights violations could undermine Burundi’s electoral process and democratic gains the Burundi government and the country in general has registered since the end of the civil 10 years ago.
Unless President Pierre Nkuruniza recognizes that continued loss of life is not the right thing to do in country and democracy he fought for and defended for many years, all Burundi officials and the government should take immediate action to stop more bloodshed. Leaders of the ruling party and opposition groups should also issue clear instructions to their members that acts of violence will not be tolerated. Indeed Burundi is at a dangerous crossroads and clearly ill-intentioned people on both sides of the political divide are seeking to exploit the current situation. Therefore, the government should end unnecessary restrictions on basic freedoms, and those fomenting violence should stop.
