The former RSSB boss Kantegwa Angelique was picked from her home by Kagame’s security officials accusing her of misappropriation of RSSB funds, flouting tender regulations, donating government property or selling them on low prices compared to other markets.

We all know that these are fabricated charges as more secrets are leaking from the RPF roof on how RSSB funds were robbed by Kagame to fund all these so called sky scrapers in Kigali and some other parts in Rwanda. Inyenyeri, has learnt that just recently on the Radio Itahuka one of the quests Noble Marara together with the host Serge Ndayizeye castigated how the RSSB funds have been used.

He said that some of the RSSB officials are coerced to release money to the RPF officials in what they call investment project of vision 2020. The RPF mafias have drawn all the money of the pensioners from the savings of Kayibanda and Habyarimana governments to fund their own projects. This follows similar circumstances in which the former Rwanda Development Bank (BRD) Mr. Theogene Turatsinze was murdered in Mozambique.

He was brutally murdered in the traditional RPF style KANDOYA hands tied behind his back, and his body was found floating in the waters of Indian Ocean in MAPUTO. Mr.  Turatsinze was thought to have “had access to politically sensitive financial information related to certain Rwandan government insiders”, relating to the disappearances of funds from the Rwanda Development Bank (BRD).

To add salt to the wound, Miss Kantengwa Angelique is a brother in Law to Capt. Frank who is a brother to Lt. Col. Rose Kabuye who the RPF recently publicly accused of subversion and engaging in actions which are prejudicial to the Rwandan State Security. It is alleged that Miss Katengwa Angelique paid a visit to Lt .Co. Rose Kabuye after her Husband Capt. David Kabuye was arrested on accusation of possessing a gun contrary to the law.

There is a tradition in RPF that if one of its own falls apart with their bankrupt ideology, all relatives and friends are barred from visiting or talking to them. In fact this was revealed by one of the peers of RPF Tito Rutaremera who asked Gen. KAYUMBA Nyamwasa that when the former lost his mother the RPF colleagues and other officials did not attend the funeral, “didn’t this cross your mind that we are not happy with your behaviour” Tito asked.  As more RPF officials are related Kagame finds himself with a hanging rope as he will lock up more even his own security and advisors. For example Capt. RUKI a close body guard of President Kagame and Major Patrick Karuretwa an advisor on security respectively are relatives to Katengwa Angelique.  As the RPF tradition goes these officials are not supposed to visit or talk to Katengwa Angelique or they will disown her as John Rusagara a brother to Gen. Frank Rusagara did recently were he said that Gen. Frank Rusagara is a distant relative and supports government approach on those he calls enemies of Rwanda.

If this miss Katengwa Angelique committed the alleged offences of flouting the tender regulations, abuse of office, misappropriation of government funds, as the CID Chief Theos Badege  said “misuse of property of public interest, appropriation of unlawful favors, illegal award of public tender, giving for free or charging at lower prices the delivery of public or private goods.” why now?

Why should a government official give for free a property? Did the same police officer investigate Gen. Kagame who was the Vice-President and Minister of Defence over the misappropriation of the money for the purchase of military helicopters?

 

 

The construction of the Hydro Power Dam at Rukara River which was supposed to have a 9. 2 MW capacity, billions of money were swindled by Kagame through his RPF mafias like James Musoni and more RPF officials. This embezzlement was never investigated and when the parliament started to question it, they were intimidated and many of them apologised.

 

Kagame’s adventure with people’s money in real property in a small and poor country like Rwanda was like swimming in an ocean without a life jacket. Many Rwandans cannot afford the rent and all those tall buildings Kagame called Pension Plaza don’t have clients and Rwanda is suffering what economists call housing bubble or economic bubble. This is similar to the United States Housing project. In 2008 alone, the United States government allocated over $900 billion to special loans and rescues related to the U.S. housing bubble, with over half going to Fannie Mae and Freddie Mac. Moreover, US has checks and balances , Rwanda is a one man country and all the lucrative real estate projects are managed by the RPF companies, like Horizon, Real Contractors, COTRACO, or those affiliated to RPF with a mask of Asian workers.

Convention Centre which has made Rwandans bankrupt with no insurance  and no one will have a pension after retirement, this because RSSB (Rwanda social security board) had to be build before  2020, after along time waiting of money from the donors but unfortunately with no response.  Angelique Kantengwa paid the RSSB money out as instructed by president Kagame, but now has ended up in jail with fabricated cases.

It is not therefore surprising, that as the Kinyarwanda proverb goes, Abagabo barya imbwa zikishyura. Literally meaning that big fish feed on small fish. President Kagame might be kicking his last kick of a dying horse as he is more likely to lock up all his RPF founders as they are related in one way or the other. Indeed, they have been employed in some of the sensitive and financial areas to act as RPF Bridge in stealing and cover up respectively.
