Lt.Gen Muhoozi has brought a lot of excitement for Rwanda Uganda relations – except perhaps among those who had invested and were counting on the further deterioration of the relations between our two “heads of state” – but for the many relatives hoping to reunite with their loved ones, today was a good day.
