Rwandan Generals are being tortured
Sources in the UPDF and RDF reported that the four generals in Rwanda that have been arrested was falsely reported as being arrested for questionable dealings in the DRC but in reality they were arrested due to the fleeing of 600-800 soldiers in December 2011.
The arrest of these Generals and the Colonel has led to them being tortured by General Charles Kayonga army commander supervised by the commander in chief General Paul Kagame.
According to sources near the situation Colonel Dan Munyuza is reportedly being tortured worse than the other Generals in the last 24 hours due to being head of Foreign Intelligence for the RDF and not providing information asked of him. He failed to find the whereabouts of the soldiers who left with their weapons and their Battalion Commander. He worked closely with General N. Kayumba from 1990 to 2000 and was under his command the entire time. Due to this relationship with General Kayumba, President Kagame does not believe these Generals to be telling the truth about the missing battalion.
President Kagame has been visiting Uganda over the last few months in order to locate the missing battalion. President Kagame visited President Museveni of Uganda over the Christmas holiday in order to seek the assistance of President Museveni and the UDF in locating the missing battalion but failed to do so. Upon his return to Rwanda, President Kagame deployed RDA soldiers to the Uganda/Rwanda border in Muvumba, Nyabweshongweizi, all near AKagera National Park. They camped there for 5-6 days then were withdrawn. The goal of the mission on the border was to detain the missing soldier in case they attempted to return to Rwanda. Kagame has been unsuccessful in this venture and has become increasingly frustrated with this situation which led to the arrests of these four Generals.
General Wilson Gumisiriza of the RDF is the Division commander of the western Province which hosted the battalion that went missing. He is also being tortured due to not providing information.
General Fred Ibingira, who is Head of the Reserve Force, was asked to intervene in finding out the location of the battalion. He was unable to locate the missing soldiers and was subsequently arrested.
General Richard Rutatina, Director of Internal Intelligence and brother to Gen. Kayumba wife, has also been detained on the same charges. He is also being tortured in order to obtain information.
It is believed that these three Generals and the Colonel were arrested due to their close relationship with General Kayumba who lives in exile in South Africa. General Kayumba has survived two attempts on his life believed to have been ordered by President Kagame, of which President Kagame denies.
General Fred Ibingira was the Commanding Officer of the 157th Battalion in the 1990’s and worked closely with General Wilson Gumisiriza during that time. Due to their close relationship President Kagame believes both men have vital information on the whereabouts of the battalion and are not providing it.
