Ambassador William Nkurunziza is determined to divide the Rwandese community in London, but what is the motive behind all this.

What do civilised people do when diplomacy in dealing with challenges that threatens their institutions, which are dear to them, fails? I think depending on the situation and geographical location, there are three possible causes of action.  The first is to fail to appreciate the challenges and therefore the threat, even if this might result in the demise of that institution.  The second is to appreciate the threat but feel unable or incapable to address the challenges and accept defeat, where you witness the institution die a natural death.  The third option is to appreciate the challenge and turn the threat into an opportunity to improve and prosper the institution.  We have an institution referred to as the “Rwandese Community in UK” that is faced with challenges that are threatening to lead to its demise if not properly addressed.

Surprisingly these challenges are not unique to UK only but are a feature of most Rwandese communities in the diaspora world over.  They all share a historical background and are influenced by the over-zealous long arm of the ‘big brother’ approach the current regime in our motherland Rwanda has chosen to deal with the diaspora, all Rwandans.  The difference is that the United Kingdom is a mother of all democracies and separation of power and roles is a key feature of the only legally accepted approach.  Anything else or short of that is illegal and perpetrators, be it state agents or diplomatic agents of missions, like the Rwandan High Commission, here in UK can be prosecuted in courts of law. The other vital point is the fact that here in UK communities are valued and part of the DNA of all governments’ approaches to issues both social and economic.  Everything they think and plan has to appreciate and recognise this fact.  There is even a whole department, The Department for Communities, tasked with strengthening and supporting communities, of which Rwandese community in UK is no exception.  Politicising communities is prohibited and a ‘no-brainer’ that can be prosecuted under the “Human Rights” Law.  If it can be proved that one is using their position, either in an organisation or society, like the High Commissioner, William Nkurunziza Rucicyuma, to divide, politicise or discriminate anyone or party/group that law would be unleashed in no uncertain terms.

Following the recent Rwandese Community in UK’s rejection of politicising the community and taking a stance against any interference by the Rwandan High Commission in UK ‘head on’, the High Commissioner chose to start a cold war with the London Branch and many other branches where committees are made up of people who understand and appreciate both their roles and their legal obligations as stated above.   The very successful function in London on the 26th October, as reported in Inyenyeri news earlier this month, which the High Commissioner, his wife and a few other notable sycophants shamefully refused to attend despite being formally invited in ample time, added to the unnecessary anger and resolve to fuel his, Mister Pomp’s, initiated civil war or fight back.  He started to act as a wounded buffalo instead of taking it on the chin and being diplomatic as one would expect.  However as we all know rational or logical thinking has since ceased to exist in our current Rwandan regime’s political and technocratic approaches to situations.  In William Nkurunziza’s world he sees critique or decent as taboo and something he has to fight at any cost.  Despite all the advice from community leaders, some of whom have been the pillars of the community since the early 1990s; his arrogance coupled with the mentioned lack of rational or logical thinking has driven him to doing the unthinkable.  He is dead bent to unseat an elected committee of the Rwandese Community in UK, in contravention of not only UK laws but the community’s own constitution, and his plans will be sealed in a meeting he has called for this Sunday the 1st December, 2013 at the 2.00pm in his office at The ‘Rwanda House’ (call it Kagame House), 122 Seymour Place, London.   He is doing this in disregard to the fact that most people who have lived in UK do appreciate and understand the democratic values, roles, laws and the roles of foreign missions regarding the relation with communities even where ethnic differences exist.  Most of the community leaders are appalled by his undemocratic, divisive and tyrannical behaviour.   Our agents and sources are fully embedded and more evidence is being put together.  Jimmy Uwizeye and Col. Emmanuel Ndahiro’s cases in relation to trying to divide the community in 2011 seem to not have provided a warning to the agents of the current Rwandan Junta.  The agents of the regime masquerading as representatives Tutsi community have just failed in the North Kivu of DRC and condemned the young men of M23 to ‘hell on earth’ for breaking the law. You can never succeed in dividing a community in UK, whether you use your usual sycophants or not.

On the other hand the wife has also joined hands with their sycophants to make a similar function like that of 26th October 2013 in the name of a Christmas Do.  The idea of a Christmas Do or anything that can bring the community together is much welcome and we do encourage Rwandan to at that event, planned for the 8th December, 2013.  What we don’t condone is a ‘tourist’ in the name of a wife of a high commissioner to divide our mothers like his co-tourist husband is dead bent on a mission that he cannot achieve.  We shall attend that event and will also make sure that the ill intentions of this group will be exposed in the process.  We shall prove to them that we can eat and dine on their pockets but that cannot buy our British values or compromise our principles.

Short of that Sisterhood will be in hot waters too.  We are giving them a chance as they are our own and part of our community and not tourists like the ill-intentioned mentioned above.  Sisterhood was founded by our sisters, ngo, “ibyaye ikiboze irakirigata”.  They are just naïve victims of a dodgy system RPF regime has become and we are all obliged to support them.  The founding leader of Sisterhood, Margret Souvenir Buchana is normally a caring and loving person.  Always remember that United we stand stronger as a community.

It is not only absurd but sheer stupidity for disregarding the above mentioned facts about communities in UK and what is expected of anyone dealing with issues regarding communities on UK land.  Surely it is only banana republics like the current Rwandan regime and its agents that can ignore Britain’s stance on communities.  I think it was because of his arrogance and simplistic mind that this High Commissioner was referred to as an arrogant tourist, which is correct, who is pompous, correct also, and just full of air rather than substance.  Otherwise how can you justify his actions?  One would expect Rwandese who have chosen to live in UK to fully understand their legal obligation regarding relating to any community.  They are also supposed to understand the consequences of politicising a community or any public civil entity and the fact that ignorance is no defence in the eyes of the law.  Most of the individuals this ‘tourist’ is approaching to assist him in breaking the law and dividing our community have passed the UK’s Citizen Test or interview, having proven they understand what it means to be British and the rights and obligations that comes with it.  They should not accept to bend just out of respect or fear for the tyrants but rather be guided by principle and the British values.  As usual our sources are fully embedded in all his plans, conversations and meetings and we shall continue to assess the situation and judge when to trigger the legal redress or course of action as citizens of UK and at the same time inform our readers of any new developments.  As the saying goes, “Agapfa kaburiwe n’impongo”, translated as ‘one that dies after being warned is an antelope’.
