His Excellence Paul Kagame picks his nose as Rwamucyo looks on!

Canterbury Christ Church University was founded as a Church of England College for teaching training since the early 1960s when Rwanda had barely achieved its so-called independency from her colonial masters. It has been ranked 3rd highest University in England for graduates in employment thanks to its research in the medical department among all.
Rwanda on the other hand has embarked on investing in new technologies as a way of improving the lives of her citizens.
Professor Matin Sheriff is the Programme Director and Consultant Urological Surgeon at Canterbury Christ Church University and heads the MCh Minimally Invasive Surgery programme.
These Surgeons involve operations carried out by third parties using specialised computers linked on the same network or internetworks in a layman’s language. This course or training is meant to merge qualified medical professionals and enhance them in conjunction with the professional at Canterbury University.
On the 12th March 2012 the Rwandan high Commissioner His Excellence Ernest Rwamucyo was expected to attend a session planned six month prior to the date by the vice chancellor and professor Sheriff himself.
His Excellence Rwamucyo the Rwandan high commissioner did not turn up on the date while 30 minutes prior to the time, both the vice chancellor and Professor Sheriff were eagerly waiting in Rowan Williams building, room 14 on the first floor. Room 15 had also been reserved for the presentation of the machinery necessary for use in the same operation procedures. On further follow up by the school itself, it was mentioned by the embassy staff in London that the High Commissioner had been called back to Rwanda “abruptly” and no further explanations were given.
Further enquiries done by our reporter who managed to speak to Mr Jimmy Wizeye of the Rwandan High Commission London on mobile number 07940264181 confirmed that the High Commissioner had attended the annual retreat UMUSHYIKIRANO in Gako Military Camp Rwanda.
It is hence important to point out that the University was left unaware of this absence whilst made all necessary arrangement just to be disappointed on the last minute. When Mr Wizeye was asked why the Ambassador did not appoint any one to represent him at this important one-off function prior to his departure, he declined to comment.
This further keeps one wonder what is more important between the annual retreat and the medical deal that would have helped the Rwandan society curb with its medical system. Rwandan leaders have repeatedly boasted about their medical system’s excellence. However when we spoke to one of the doctors in a Kigali hospital who asked for anonymity, he revealed that in the presiding six month, they have lost numerous patients due to lack of equipments and medicine. He stressed that the health care system is driven by politics which is affecting the well-being of the patients.
WHAT IS THE INFAMOUS RETREAT UMUSHYIKIRANO? Kagame’s retreat is an annual event that brings together all members of his government to talk about what they have achieved within the period set forth.

In this year’s retreat, Kagame decided to have it held in his own military camp Gako in Bugesera. President Kagame in his speech fails to introduce his motion and kept repeating himself. When he introduced and welcomed his “international friends” in the Retreat, he was welcomed with a massive round of applause.
President Kagame continuously talks about his eight year success starting from the year 2003 when he won a landslide election of 93%. He disregards the effort and development of the country prior to his so-called democratic win which included his three years commission of enquiry rule which was headed by Rose Kabuye and Tito Rutaremara to oust President Pasteur Bizimungu. President Bizimungu’s six years administration which lasted from 1994 to the year 2000 is not recognised in Kagame’s speech.
Before Kagame’s so called democratic win in the year 2003, he considered himself a revolutionalist or freedom fighter until he declared himself a democratically elected leader.
In his lengthy wound-up, repetitive speech on the day, he mentions how competitive he and his country have won different competitions but one remains to wonder with whom they did compete with?
When Kagame talks about putting personal interest first rather the interest of the citizen he is bound to serve, he warns that these practises are mistakes, but to most of us these deeds are supposed to be CRIMES.
President Kagame goes on to discredit his own meeting by blaming his subordinates and the actual outcome of this so-called Retreat. He keeps on mentioning that he was hired by the Rwandese population to keep on repeating himself. At this point he realises how repetitive and wounded up he has been to his already confused listeners.
Kagame ends his speech in his usual bullying ways while concentrating on his ridiculous illiterate vocabularies like the word PETTY which he seemed to lag on for a lengthy period of time asking his much educated audience whether they understood what it meant.
According to Kagame’s actions and ways of conduct to self and the public, it is evident that this type of individual lacks mental capacity. Mental capacity is usually measured by the capacity to reason, sending information, receiving information and communicating.
Kagame’s slowed and repetitive speech is an indication of not telling the truth and being out of touch with the reality and intentional lies. This as well indicates the individual’s lack of reasoning, communication and decision making skills.
Loss of capacity on itself can be either un-intentional in this case loss of reality or intentional which is because of the individual’s personal interest.
Intentional loss of capacity is as a sign of personality disorder. Individuals with personal disorders tend to have symptoms of lies, safety issues, killings and arson. Individuals with personality disorder are generally termed as “un-manageable people”.
Thus the infamous Kagame’s “I don’t care… I don’t give a damn…” over his BBC hard talk when asked about former president Juvenile Habyarimana. “Ibigarasha….” to be “killed by natural causes” while referring to his critics and national heroes.
His Excellence Paul Kagame speaking at the 9th retreat in Gako was rather a waste of time and space that shouldn’t have superseded the much desired Canterbury meeting by the school and the Ambassador.
