UGANDA: Rwandan refugees in danger

In recent days, the Centre for the Fight against Impunity and Injustice in Rwanda (CLIIR) found an unusual increase in disappearances and political killings both inside and outside Rwanda. The most recent cases are those of Colonel Patrick Karegeya (a leader of the RNC, Rwandese National Congress) strangled to death in a hotel in South Africa, yet another failed assassination attempt against General Kayumba Nyamwasa (RNC).

Since 2010, the Kigali regime has regularly sent his death squads to kill or remove Rwandan refugees. Recall the case of Joel Mutabazi kidnapped in Uganda and now detained in prison in Kigali. He is accused of high treason and endangering the security of the State. That Ingabire (editor of the Journal Nyenyeri news) beheaded in Uganda too.

Do not forget disappearances and Gumisiliza Nsabagasani Dominique Alexis torture and attempt to eliminate Manirakiza Pascal, a young student forced to join the rebellion of the M23 (operating in the Democratic Republic of Congo). Manirakiza Pascal, who deserted the ranks and fled to Uganda, was kidnapped and tortured before being found half dead in front of a cemetery in Kampala.

Common to all these victims escape or daring to criticize the dictatorial power of Rwandan President Paul Kagame.

The Centre for the Fight against Impunity and Injustice in Rwanda (CLIIR) is very concerned about the widespread this scourge orchestrated by the Rwandan authorities with the complicity or indifference of neighboring countries. Allowing perpetrators of President Paul Kagame to operate on their territory in order to commit criminal acts of killing, kidnapping, torture, physically and psychologically Rwandan refugees, they also are guilty of crimes against humanity by complicity or negligence .

Today, the CLIIR launches an alarm to all people of good will and all human rights organizations in good faith to rescue three (3) other recently abducted in Uganda. They are members of the Social Party Imberakuri (PSI) Mr Nsabimana Valens, Mr Eugene and Mr Siborurema Iyakaremye John Damascene.

Refugees in Uganda since November 2013, they disappeared from 03/16/2014. They were kidnapped at the same time leaving a bar called Mbuya located in Nakawa Division, Kampala City. The day of his disappearance GSM Mr Iyakaremye John Damascene was active on WhatsApp and Facebook to 2:00 without communicating.

By Valens against the Nsabimana was posting from time to time on social networks a few messages to 03/18/2014. The most surprising is that among these posts, none showed his family where and in what state he might be.

In addition to these three men missing in Uganda joins the disappearance in Kigali, an adviser to the Political Party PS Imberakuri Bazimaziki Mr Damien. He also was abducted and kidnapped on 18/03/2014 while he was in Kigali at the building CITY PLAZA.

According to the press 003/14/CR/FCLR-UBUMWE signed by  Alexis Bakunzibake, 1st Vice-President of the political party PS Imberakuri, belonging to his party of four missing is the cause of their kidnapping. Hence their disappearance is directly attributed to Rwandan intelligence services with the help of Ugandan services who support Rwandan agents to hunt on its territory persons considered by the Kigali government as political enemies. The regime of President Paul Kagame has specialized in manufacturing false accusations against his real or perceived political opponents.

Why do we say that the Rwandan government has a responsibility in the disappearance of these four people?

Rwandan President General Paul Kagame in person brags to overcome all its real or supposed enemies using the powers of the presidential mandate that the Rwandan people have given him. This is what happened in the phrase pronounced 03/17/2014, during the closing ceremony of the training of police officers to Gishari Rwamagana in the Eastern Province. (See the document: http://youtu.be/Kt3Gki2thX0 ).

During the ceremony, Paul Kagame is still praised for his criminal acts. He first alluded to the incident in his gaffes Twitter social network. Indeed, it was hiding behind the nickname of a world personality (RICHARD Goldstone) to harass and attack journalists as Sonia Rolley RFI Jennifer Fieberg and many other critics of the Kigali regime.

President Kagame discussed without details the kidnapping of these four men including 3 refugees in Uganda. He ended his speech by expressing his annoyance about the song Rwandan composer Kizito Mihigo calling President Paul Kagame to stop his killing machine. In a failed attempt to dissociate the roles of torturer and killer that characterize deep personality, he defends himself to be neither a journalist nor a musician to please everyone.

As of 20/03/2014, there has been a deterioration of the situation, the spate of abductions, including three in Uganda and Kigali, is recognized, we just learned that these four Rwandan opposition supporters were detained currently in Kigali probably a torture center located in Kami military camp (a suburb of Kigali). They are spirits of inhuman and degrading treatment. It is doubtful even if they are still alive at this time when we are launching the alarm and that we strongly condemn the kidnappings. We call on all organizations to combine human rights all their forces to compel the regime of President Paul Kagame to respect and guarantee the freedoms of association, expression and opinion Rwanda.

Faced with all these unacceptable crimes (torture, disappearances, killings, etc.). Committed against refugees and against the Rwandan people, we call on the Rwandan people and friends of Rwanda to mobilize to loudly denounce these crimes against humanity.

It is in this context that the Centre for the Fight against Impunity and Injustice in Rwanda chooses to not follow suit Mr Ed Royce Chairman of the Foreign Affairs Committee of the American parliament who recently wrote a letter to the Secretary of U.S. State Mr John Kerry expressing terrorist acts that President Paul Kagame and his government conduct against ordinary Rwandan and political opponents him. In the same letter, Mr Royce reported the iron hand with which President Paul Kagame leads his people. He asked the U.S. Secretary of State to make every effort to stop terrorist acts Kagame implementing measures and severe sanctions so that his regime immediately change behavior.

Again, CLIIR urges that:

1. The regime of Rwandan President Paul Kagame continues to pursue and persecute Rwandans and particularly political opponents whose only crime is to propose alternative solutions to the political dictatorship.

2. As the UN, the international community and the governments of the neighboring countries of Rwanda together to protect Rwandan and all Rwandan refugees who fled Rwanda in various patterns. It must be assumed that “Rwandan refugees are not dangerous, but they are in danger.”

The right to asylum shall be guaranteed for all Rwandan refugees wherever they are.

UNHCR and the governments of host countries must continue to protect and assist all Rwandan refugees.

3. The CLIIR ask all Rwandan refugees remain united and defend their right to asylum in the respective countries who welcomed. We will continue to support them in this process.
