In unprecedented move in Rwandan political history since RPF took power after genocide that cost almost one million Tutsis and moderate Hutus, Ibuka the umbrella that brings together the genocide survivors has disassociated itself from the main stream of the RPF regime and agenda. “Those who say that all Hutus should come out publicly and apologize for the crimes committed by  few extremist  Hutus are just in their own political drama and have their own agenda”Ibuka boss Ibuka Boss Dusingizemungu Jean Pierre told VOA and BCC.

Will the Ibuka Boss survive Kagame’s wrath of power?

It is unusual that Kagame says something and somebody in Rwanda contradicts him leave alone the Boss of an Institution that was set up by Kagame and RPF to solicit money and sympathy from International community which in fact does little to help the survivors of genocide but instead is a political tool of Kagame and RPF to use as a vehicle to transport their political and economic agenda to their international donors to fund their projects. This has not only made RPF one of the richest party on the continent save the Tigrayan Peoples’ Liberation Front (TPLF) of the late Meles Zenawi Prime Minister of Ethiopia but has enriched Kagame and his family owning almost every Mega project in the country.

Is Ibuka boss aware of this project? Is he reckless without thinking of the consequences of disassociating himself with Kagame?  Does he know what happened to his predecessors? All in all, Mr Dusingizemungu has stood firm and is in the correct line with many Rwandans who are against this collective responsibility which is not only illegal under our constitution and penal code, but also politically suicidal and against the spirit of the reconciliation which Rwandans have fought so hard to achieve.

Is the Rwandan Head of State aware that he has violated the Oath he took when he was being sworn in? Just to remind him, he said that he will uphold and respect the Rwandan Constitution and other laws, should he derail from this line he shall face the wrath of the law.  It is in this context that he has violated Article 11 of the Rwandan Constitution which says that All Rwandans are born and remain free and equal in rights and duties. Discrimination of whatever kind based on, inter alia, ethnic origin, tribe, clan, color, sex, religion, region, social origin etc is forbidden. Article 17: Criminal liability is personal, where does then the President derive this power and authority of publicly dividing Rwandans basing on the ethnic background which he cannot and no Rwandan can define with certainty?

What is this project and agenda the Ibuka Boss is talking about?

The so called Hutus led by Rucagu Boniface who is one of the planners of genocide and founder of the notorious Radio RTLM which was very instrumental in spreading the genocide propaganda, the Prime Minister Habumuremyi Damien, and the Youth Leader called Bamporiki who actually is behaving in the same way like the notorious Interahamwe Kajuka Robert who was used by Habyarimana to exterminate the Tutsis.  The long project which the Ibuka Boss is talking about is the 2017 elections which the RPF and Kagme cannot win without laying a foundation of intimidation and harassment.  This project is putting all the so called Hutus in the same docket of guilty of the crime of genocide, intimidate them and if necessary lock them up for the genocide ideology, then the Rucaga camp  will portray Kagame as the protector of the Hutus who otherwise would have been exterminated by the so called Tutsis in revenge. Kagame would then use Ibuka the umbrella of the genocide survivors to portray Kagame as the Messiah of the Tutsis who saved them from the talons of what he called the Hutus. This paradox, is not only detrimental to the coherence and co-existence of Rwandans but is also misleading and distorting the facts of genocide and ethnic cleansing that  was planned and implemented by the MRND regime. What the Kagame and Rucagu project don’t tell the public or deliberately distorting is that many so called ethnic divisions of Rwanda are mingled and difficult to establish with certainty.  Indeed, many people were killed because they stood up against the murders, or they looked like the Tutsis or politically did not share the same ideology with MRND regime. It is in this regard that many leaders like the former Prime Minister Uwiringiyimana Agathe,   Lando Rudasingwa,  Kavaruganda , Felicien Gatabazi, just to mention a few where murdered in the cold blood immediately after the downing of the Habyarimana plane or during the political conundrum before between 1990-1994.

Can Rucagu tell the Rwandans who will represent this group?  What about some Tutsis who in fact corroborated with MRND to exterminate their brothers and sisters?  What about the Bishops and other priests who were murdered in Kabgayi by Kagame security forces on his orders? Has Kagame apologized to the Catholic Church on behalf of his forces? What about the youth and children who are born of parents of different ethnic background? What about those who were killed and are being killed by Kagame and his security forces for all these years, who will be responsible? Therefore as the end of the term of Kagame’s office is knocking the door he will use all the tricks not only to win the hearts and minds of the Rwandan people but also to portray and be portrayed by those who call themselves more Hutus than others as the best man for the political wedding come 2017.

It is not therefore surprising that Kagame has eliminated or will eliminate all those who are likely to tell him the truth, it’s in this regard that the former Minister of Justice Tharcisse KARUGARAMA was sacked when he publicly told the UK News paper the Guardian  that it is not only legally binding to the President to step down after his term of office but it will be in the best interests of   Mr. Kagame and RPF  for the first time in Rwandan history to transfer power peacefully from one leader to another. The continuation of labeling all what Kagame and his camp calls Hutus as genociders is not only illegal and morally wrong, but is not sustainable for the future and peaceful co-existence of Rwandans. All Rwandans all of walks of life, wherever there, they should stand up, unite,  and fight this group of Kagame, Rucagu, Habumuremyi and Bamporaiki who are not only dangerous for the survival of our country but opportunistically exploiting the genocide of the Tutsis and the massacre of  other Rwandans. Indeed, the Ibuka boss should be saluted for his bravery for standing up against this group and publicly dissociating himself and his institution from this shameful project of Kagame and Rucagu of taking us back to the dark days.  We should not reverse the gear of unity and reconciliation of Rwandans, we should instead drive forward.
