Spain Orders Capture of Rwandan General Accused of Genocide and Killing Spaniards
Spain’s National Court has issued an international search and arrest order for Kayumba Nyamwasa, a former Rwandan general and ex-head of Rwanda’s intelligence services. Judge José Luis Calama accuses him of genocide, crimes against humanity, terrorism and torture, linking him to mass killings during the 1990s and to the murders of four Spaniards: priest Joaquim Vallmajó, nurse María Flors Sirera Fortuny, photographer Luis Valtueña Gallego and doctor Manuel Madrazo Osuna.
Nyamwasa, a senior commander in the Rwandan Patriotic Army (APR), is alleged to have ordered massacres of civilians, including attacks in Byumba stadium in 1994 and operations across northwest Rwanda in 1996–97. Amnesty International documented many of these atrocities at the time.
The general has lived in South Africa since 2010 under refugee status. Spain previously requested his interrogation by video link, but authorities there did not cooperate. After his lawyers claimed he was “in an unknown location,” the judge issued the arrest order in July, later upheld by the court in August.
The case, originally opened in 2008, was revived in 2017 after South Africa withdrew protection for Nyamwasa. Spanish investigators now hold him directly responsible for killings carried out under his command, including the execution of the three Médicos del Mundo aid workers in 1997.
