General Paul Kagame locked up all Rwandans inside Rwanda — no one is allowed to travel to Uganda. Here is a problem. Uganda will host the 64th Commonwealth Parliamentary Summit in September, 2019. Will Kagame allow his so-called parliamentarians attend the Summit? This might be embarrassing. Kagame hosts the Commonwealth Heads Of State and Government Meeting in 2020. If his parliamentarians don’t show up in Uganda, will that not raise even more questions as to why Kagame’s rogue state sits in the Commonwealth?
