As he concluded his so-called citizen outreach to western and northern Rwanda, General Paul Kagame disowned his incompetent government. Not only that — Kagame proclaimed that he would return “very soon” and “deal” with incompetent government officials that fail to provide public services. Kagame bombastically asserted:

”The issues we are discussing here are not new and they are not insurmountable. We discuss them, we agree on how they will be solved but when you come back you find the problem has not been solved or has gotten worse.

Kagame then thundered:

”From now on public servants are either going to perform their duties or get out and find jobs elsewhere.”

Kagame forgot one thing — he is the only appointing authority in Rwanda. And as we know “a fish rots from the head down” — meaning that leadership is the root cause of institutional failure and demise. This is true whether that the organization is a country or a company.
