More than 50 Rwandan refugees based in Uganda were either kidnapped to Rwanda, disappeared or killed in 2008–2015.

Dear Mr. President, although Rwandan government propagandists claim we know each other, and that I visit Uganda often, we do not know each other. Another lie from Rwanda is that I am a member of a Rwandan political party you support. I have never belonged to any political party. I vote for and support parties based on their programs. In the last Rwandan presidential elections, for example, most of colleagues and I supported the opposition leader Diane Rwigara because she stood for human rights in our country. She was thrown in prison for her effort. I consider myself to be a civil society activist and a relentless fighter for human rights. Which brings me to the purpose of my open letter. I am appealing to you, Mr. President to establish a commission of inquiry into the kidnapping, disappearance, and killing of more than 50 Rwandans between 2008 and 2015. You would agree, Mr. President, that this qualifies as a terrible human loss under any circumstances. I have been able to compile a list of Rwandans in the noted categories gathered from various sources. The list below is by no means comprehensive — no doubt your government has a more accurate picture of our losses in your country. Let me thank you in advance for handling of this matter. The list is as follows:
