Who knew, Dr Frank Habineza’s move kept a closely guarded secret, we have learnt that he has been secretly soliciting money from Opposition and international sympathizers to run his campaigns in the coming elections in August.
Dr Frank Habineza has admitted that his party has no resources to conduct elections due in August this year, although his budget is estimated at 1.6 billion Rwandan Francs. Releasing the latest information opposition Green Party leader said they might resort to banks for funds to run the elections if its members fail to raise enough funds.
However, the Rwandan law on elections bars foreign organizations or individuals contributions to the political parties, this is in contrast where the RPF has been party getting money from the Chinese Communist Party and has never declared this money to both the Rwandan people and the electoral Commission. This is the same analogy of Dr. Frank Habineza who will be partly funded by the RPF but also secretly soliciting money from opposition and individuals outside the country.
It therefore illegal for Dr Habineza to solicit money from foreign individuals, corporations and governments as would be interpreted as influencing Rwandan elections.
Furthermore, according to the Rwandan electoral Law, it’s immaterial that donations materialized, “it’s illegal for candidates to solicit foreign money, regardless of whether the donations ever materialize.”
There is now vast documentary evidence that the Dr. Frank Habineza Green Party is secretly continuing to do just that.
We advise Dr Habineza and Green Party that if they are put on notice that their fundraising solicitations of potential foreign donors are illegal and they keep doing it, then you potentially have knowing and willful violations of the law, which moves this to criminal violations and potential prosecution or cancellation of the election outcome.
