The RPF retreat that was meant to discuss development issues and plan of action for the New Year 2015 ended with humiliation, insults, abuse and dehumanizing some government officials in Kagame’s government.

In his opening remarks President Kagame accused his government officials of lack of direction and proper planning, he said that every year they come in a retreat and discuss the same things they discussed in the previous retreat.

But who plans for the country? Who sets targets? What is the role of the President? I would suggest that government officials do what the President has planned! But here the President has no even the agenda, he is rather asking what to do.

President Kagame was not only furious with some of his government officials he accused them of laziness and corruption but also used this 12th National Leadership Retreat at Gabiro, to strengthen his authority before a constitutional amendment is made to extend his rule after 2017.

Furthermore, as usual, he blamed all the failures and other corruption tendencies on other government officials excluding himself. He sounded like Satan telling other bad angels in heaven that he was not happy with their bad acts on Earth yet he is the head of all those angels who fell apart with God.

“We cannot keep repeating ourselves and doing nothing about it. This time around, we have to be here for serious business, for change that must take place. We need something different that is going to work for us and deliver to our people,” Kagame said opening the retreat.

This has reminded me of a similar meeting in which the former Prime Minister Pierre Damien Habamuremye said that all leaders except President Kagame are lazy and incompetent however this didn’t save him from being sacked a month later.  President Kagame who was lecturing a very attentive but also intimidated audience reminded them that it is their full responsibility to deliver on the set targets and questioned the character of those who believe that someone else will do the work for them.

“Why are you not interested in delivering what you must deliver for your people and yourself as well?” he asked. “This Rwanda you see is too small to be of interest for anybody apart from you. If you are not interested you are dead.”

Kagame also blasted some officials that go around posing as good performers yet he knows them as non-performers, he accused them of using foreigners as their performing index “ Some foreigners come here and tell me that so and so are good performers you should promote them” the visibly  angry  Kagame said.

President Kagame is a look like character with Idi Amin Dada the former Uganda dictator in many ways, but the Rwandan ruler unlike Idi Amin has managed to lobby the Western countries and is regarded as the man who has brought economic miracle to a country that was devastated by genocide and ethnic conflict.

President Kagame finger pointed some officials who are now worried that they might be targeted for assassination in the same way Idi Amin murdered his foreign affairs Minister Lt Col. Michael Ondoga after a cabinet  meeting in which he accused him of incompetence.
In his book State of Blood, Henry Kyemba, the then health minister of Idi Amin, recounts: “I looked across at Ondoga who was sitting not far away. He was clearly shocked and horribly humiliated yet he had no alternative but to clap like everyone else. Amin never told him what he might have done wrong. Henry Kyemba further said that as they knew how brutal Amin was, it was clear that Ondoga’s days were numbered. And true to this, his body was found mutilated at a city mortuary a few days later”.

In the same manner Kagame humiliated his officials, from Mayors, Governances, and Ministers. Will some live to see the next sunrise?

“You can’t be a mayor or governor or a minister when you are hurting people. If you don’t see what can hurt the people you lead, then you don’t deserve to be a leader,” Kagame said in reference to the poor management of the community-based health insurance scheme, Mutuelle de Santé.

In light of those remarks, it follows that President Kagame is the only person in Rwanda who is an angel, the rest are devils who deserve hell not heaven.  What a contrast in a naked Rwanda where only mayors will be fired because of what they call Insurance scheme failure where Ministers like James Musoni and John Rwangombwa are immune from prosecution for the Rukara II hydro-power failure that was eaten with all the bones.

What about the CIMERWA hydro-project that was supposed to produce electricity for the only cement factory in the country? When the Minister for Infrastructure James Musoni was asked to explain what happened, he started eating his tongue, yet this man as always has embezzled public funds but he has shock absorbers that will not allow Kagame to fire him. It is in this context that in our previous article, we said that Mayors and other junior officials in Rwanda are used as guinea Pigs.

President Kagame is slowly turning Rwanda from a place of hope and optimism, a place where life was turning good and comfortable.  We see Rwanda degenerating back to a civil war or something similar to genocide we witnessed in 1994 if it’s not checked at its early stage, increasing chaos and, finally, a state of blood and random slaughter.
