The Kagame government has continued kidnapping and killing innocent citizens unabated and unstoppable, BBC Gahuza miryango has just revealed that MONUSCO, published a report accusing the M23 of committing more 300 cases of murder, war crimes, rape and other crimes against humanity.  MONUSCO is a branch of the United Nations that is in Congo to help the government of Joseph Kabila to deal with armed groups operating in his country.

The MONUSCO report follows the earlier UN mapping report and another one of the UN Experts all pining Kagame and his proxy armed group the M23 of war crimes and crimes against humanity.  If President Kenyatta of Kenya could be indicted for the crimes committed after the disputed elections of 2007, why not Kagame who has killed massively and indiscriminately in Rwanda and Congo?

In another development Philbert Muzima has told BBC Gahuzamiryango that his cousin Oliver Manaliho has now spent almost 8 month without any information on his whereabouts. Olivier Manaliho was an employee of the notorious spy organization of Kagame called NSS. His cousin has told BBC that he has written to Kagame and he has not received any information regarding his relative. According to Philbert Muzima  , Kagame personally is aware  that  Olivier Maniliho was taken from various places of torturing houses, like that named Kwagacinya, and another house that was owned by  Gen. Kayumba Nyamwasa the former Rwanda Army Chief now turned into a butchering house by Kagame security forces.

Where is Olivier Manaliho? Why he is not produced in courts of law? Why is Kagame not responding to the letter of the relative of Olivier Manaliho? All these questions, have one answer, killing by Kagame is no longer a habit, but rather a psychological disorder that needs a psychological Doctor. But he is aware that he is committing international crimes that he has now crossed a red line, that it will be just a matter of time before he is produced to the international justice?

Are the senior Rwandan Security Forces aware that are helping, abetting and even accomplice in all the crimes president Kagame is committing against humanity? Do they know the individual responsibility under international law?

Article 7 of the International Criminal Court makes it clear that Crimes against humanity belong to the family of international crimes.

(a)     Murder;

(b)     Extermination;

(c)     Enslavement;

(d)     Deportation or forcible transfer of population;

(e)     Imprisonment or other severe deprivation of physical liberty in violation of fundamental rules of international law;

(f)     Torture;

(g)     Rape, sexual slavery, enforced prostitution, forced pregnancy, enforced sterilization, or any other form of sexual violence of comparable gravity;

(h)     Persecution against any identifiable group or collectivity on political, racial, national, ethnic, cultural, religious, gender as defined in paragraph 3, or other grounds that are universally recognized as impermissible under international law, in connection with any act referred to in this paragraph or any crime within the jurisdiction of the Court;

(i)     Enforced disappearance of persons;

(j)     The crime of apartheid;

(k)     Other inhumane acts of a similar character intentionally causing great suffering, or serious injury to body or to mental or physical health.

Kagame has failed the Rwandan justice; there is no rule of law, all the justice is on the remote control of one man Kagame. For example, in the case of Gen Frank Rusagara, the court admits that Gen. Rusagara was arrested contrary to the Rwandan laws, never the less they continued imprisoning him for more 30 days and this sentence cannot be appealed.

This is the kind of Justice we have in Rwanda, we have today a system where one man holds the power of life and death, and all institutions have been hijacked by Kagame. We therefore call upon all Rwandans and the friends of Rwanda but also friends of President Kagame as a person, like the US and UK, to put more pressure on him to stop his madness of killing his Citizens.

Mr. Stephen Rapp once said that killing innocent civilians is not “a religious subject, nor is it expressly political; it is a human matter with criminal implications”. Indeed, Kagame is a criminal and should be treated as such.
