The Rwandan Head of State President Kagame Yesterday presided over what the RPF call the annual performance contact commonly known as (Imihigo) signing ceremony at Parliament, where Ministers and Mayors signed new performance contacts. The Prime Minister also presented the evaluation report of the 2013/2014 District Imihigo performance, and the three best performing Districts were awarded with trophies of recognition.

President Kagame threatens to imprison to save his name

It is at this function that president Kagame warned his government officials who according to him swindle the government money or taxpayer’s money. In his cunning language President Kagame emphasised the need for local leaders to be decisive in their action with the welfare of the people they lead in mind.

“Imihigo is a performance contract between leaders and those you serve. Citizens will continue to hold you accountable. As leaders, you must put your words into action and walk the talk. As leaders, it is your responsibility to solve challenges faced by citizens in an efficient and just manner. We must uphold a culture of accountability. The progress we have made is not an excuse for complacency. We should look ahead and work to accomplish even more with every step that we take.”

On the contrary the Rwandan head of state should himself be questioned on all the scandals involving him or his agents like James Musoni and others who have embezzled money from public institutions. For example the former Electrogaz which the RPF renamed EWASA, has lost billions of Francs robbed by RPF officials and now they are rebranding it almost the same name it had before.  This is the work of RPF spin doctors who work around the clock to swindle public money, all these people have never been brought to book or return the money as the Rwandan leader is trying to convince the Rwandans and perhaps the international community.

Who will be accountable for the Rukara Hydro power project which was supposed to produce 9.2 MW capacities, but instead the Dam produced 5 MW. All the money was swindled by Kagame agents and when the Parliament intervened they were threatened, intimidated and later they dropped the report and all of them were told to apologize. The crime for the members of parliament was that they had established the link and chain of RPF mafias who were involved in the Rukara Hydro Dam scandal in which millions of Rwandan Francs were swindled. Why doesn’t the head of state audit those RPF officials if he is serious with corruption? The answer is simple corruption in Rwanda is supervised by Kagame himself, no more no less. In the Inyenyeri of yesterday we exposed how the former RSSB Boss Angelique KATENGWA was coerced to release money of the Rwandan pensioners to the RPF real estate investments. This similar to the former RDB Chief Theogene Turatsinze who was coerced to release billions of Francs and was later murdered in Mozambique. The RPF mafias invested in non-profit buildings and now the buildings are empty because the Rwandan society is a small market and they cannot afford the rent.

Take for Instance, the Kigali Market in the centre of the City is almost closing because the clients cannot afford the rent, yet they used a lot of money from RSSB. Will the RPF and its Auditor General Mr. Obadiah Biraro bring the Kagame himself and his proxies to book? Will they be forced to bring back all the money they have embezzled? Who nominated the leaders of the EWASA they accuse of embezzling billions of Francs? In fact the 20 billion mark mentioned by the Auditor-General corresponds with the figure the Inyenyeri investigated embezzled by the top Kagame officials excluding the Kagame loot. For example how much did Kagame buy the two private jets he rents the government for his own interests?  Where did they put the 30 billion Francs they conned from the so called Agaciro Fund? Has anyone dared to question the accountability of that money?

We need accountability which is not selective or discriminative, from the top to the bottom, not going for executive secretaries of Umudugudu, Utagari,or Akarere. However, as Kagame is under pressure from his own RPF historical and founders, it’s likely that many will be locked up or humiliated on fabricated charges of embezzlement. We all know when the same president was in that same parliament and said that if necessary he will use the hammer to kill a fly, later his former army chief Gen. Kayumba Nyamwasa was shot and miraculously he survived. Kagame’s words go with actions and always target something.

This is one of the Kagame weapons for those he cannot doctor Genocide Ideology or terrorism. The political weapons remaining in the Kagame’s arsenal are the charges of Terrorism, corruption, genocide ideology, or threaten state security.  We warn all the RPF officials especially those who are against the third term project or those who have relatives detained by Kagame, namely Mary Baine, Lt Col. Rose Kabuye, Gen. Karenzi Karaki the NSS Chief who was a good friend of Gen. Frank Rusagara and late Col. Patrick Karegeya who had even bought a ticket for him to leave the murderous regime of Kagame.

We warn all the above to be vigilant otherwise they will sacrificed one by one until  all are forced to succumb to the Kagame demands or will be eliminated either physically or politically. It’s a high time that all the RPF historicals told their leader that for the good of their country, RPF and Kagame’s own good he should learn to tolerate those he does not share the same political ideology. Indeed, we should all courageously say that Mr. President we don’t hate you but we hate what you are doing.
